I'm surprised by the comment about NYPD. the link didn't go to that quote. Ken Corey who led the development of training there and is now part of Crime Lab gave a talk a couple of years ago that described an extremely robust screening and training system within NYPD that CPD entirely lacked at the time. As for the 2025 Training plan, is this entirely new? I've been told repeatedly over the years that CPD lacks any real leadership training and development system (not to mention reasonable evaluations), especially true for commanders.

I'd note that there could be lots of different pieces of screening or training that don't directly translate into who gets promoted (i.e. screening to join the force, for example). I think the leadership training is a new add - not sure if it was brand new in '25 or '24, but believe it's driven by the consent decree.
