Good to see someone (finally) factually critique the use of "calls by the public" as a core analytic tool in this report. Nice work!

That said. It is more often the case than not, that a detailed 1000 page report provides a perfect opportunity to endlessly debate and evaluate and do exactly what you've been doing for another decade until another report is required because the first is now out of date. -- I was a partner at Mckinsey. I know a few things about 1000 page reports...

There are so many simple things, so many things already known, that we could do to improve performance at CPD. But it's not about the knowing, it's about the doing and its about culture.

While this district-by-district analysis is important, a more granular one is also necessary. Case in point: every time I visit Columbus Park, there is at least one police car sitting there. But I have yet to see a single Chicago police officer on the CTA's blue or green lines.
